Frequent failures of TaskbarX
The Windows 10 taskbar may be frozen for a variety of reasons, including an incomplete operating system update, an update bug, corrupted system files, or corrupted user account files.
If restarting doesn't work or the issue is happening all the time, try some of these fixes: Ensure you have auto-hide enabled.
Go to Settings > Personalization > Taskbar and check to see that Automatically hide the taskbar in desktop mode is enabled.
This issue occurs due to system file corruption, if Windows 10 has features that are not working properly, we suggest that you run the System File Checker tool and the Deployment Image Servicing and Management tool to scan and correct any issues.
